In the earlier stages of development, Atlantropa dried almost the entire Western Mediterranean Sea ◊, which became a separate Reichskommissariat Mittelmeer under the leadership of Karl Dönitz.The New Order was initially being developed for Victoria II, but it was later ported to Hearts of Iron IV as it was far more mod-friendly than Victoria, especially in regards to province modding, which is necessary to portray Atlantropa in the game.
